Strong El Niño Looms, Threatening Agriculture and Economic Stability
The UN has warned that the arrival of a strong El Niño could have wide-reaching consequences, from food supply disruptions to economic shocks, demanding urgent preparations.

On October 12, 2023, the United Nations World Meteorological Organization (WMO) warned of a strong El Niño event forming in the Pacific, likely to persist into 2024. This El Niño is expected to exacerbate climate stressors, leading to significant impacts on agriculture and economic stability.
El Niño disrupts trade winds and ocean temperatures, altering rainfall and temperature patterns globally. The WMO reported that sea surface temperature anomalies in the central and eastern Pacific have already surpassed 1.5°C above average, indicating a strong phase.
The implications for agriculture are severe. In East Africa, where drought has persisted for four decades, El Niño is expected to bring excessive rains. "These rains will lead to short-term relief in dry zones," said Dr. Agnes Kalibata, president of the Alliance for a Green Revolution in Africa (AGRA). "But they also carry severe risks of flooding, crop destruction, and the spread of waterborne diseases." Meanwhile, Australia faces intensified heatwaves and drought conditions, threatening its wheat output.
In Latin America, Brazil's coffee and soy crops may suffer from irregular rainfall, jeopardizing yield and quality. Peru’s anchovy fisheries, among the largest globally, are bracing for potential collapses due to warmer waters. Alejandro Pérez, a senior analyst at the Peru-based consultancy SPGL, noted: "The revenue loss here doesn’t just impact national GDP. It cascades through entire local economies relying on fisheries for employment."
Economic stability is also at risk. A 2019 study published in Nature Communications linked strong El Niño phases with global GDP losses exceeding $4 trillion over five years, particularly impacting vulnerable developing economies that lack the fiscal buffers to absorb climate shocks.
Energy grids may be stretched. Brazil, a major hydropower producer, relies on predictable rainfalls in the Paraná basin, which El Niño disrupts. South Asia could see diminished monsoon rainfall, worsening India's coal dependency. The International Energy Agency (IEA) flagged such scenarios as a "double-bind," where regions with renewable capacity may experience higher emissions due to a return to fossil fuels.
Adaptation strategies vary widely. Wealthier nations have invested in predictive analytics and climate-resilient infrastructure, while many developing nations remain underfunded. According to the UNFCCC, adaptation budgets for these nations fall short by nearly $70 billion annually.
The 2024 forecast is critical, arriving amidst rising global temperatures that amplify the effects of natural variability like El Niño. The earth’s hottest year on record, 2016, coincided with a strong El Niño. "2024 could be another record-setter," warned Petteri Taalas, the WMO’s Secretary-General. "This underscores the urgent need to treat El Niño not just as a natural hazard but as a compound risk in the context of ongoing climate change."
Governments and multinationals must heed these warnings. Diversifying supply chains and updating agricultural calendars are essential. Farmers in Kenya are experimenting with drought-resistant maize, while Peruvian exporters pivot towards fishmeal substitutes for aquaculture feed.
However, these solutions are partial. Without systemic efforts to reduce greenhouse gas emissions, adaptation measures will increasingly resemble firefighting against uncontrollable blazes. "El Niño teaches us about interconnectedness," said Kalibata. "Floods in one region mean market failures in another. We cannot afford to continue siloing climate risks from development policies."
The second half of 2024 will reveal the full extent of El Niño’s impacts, but preparation time is narrowing. Governments, particularly in vulnerable regions, face pressure to balance immediate crisis management with long-term climate adaptation. Failing to do so risks deepening global inequalities and economic precarity already exacerbated by climate crises.
